We know he can do it, but it takes a lot of difficulty to do it. And he doesn't do it well, perhaps.
Right.
So if we add the word "barely" here, that shows that he can do it, but with difficulty or he can do it, but he doesn't do it well.
Ah.
So, we would say "can barely do it."
